The 2.692 hectare (ha) site is located on the northeastern edge of the village of Ravenstone, to the southwest of Coalville. The site broadly flat and has been previously used for arable agriculture with the field itself being of relatively low biodiversity value. The field is bounded by mature trees and hedgerows which form higher value habitats and will be retained as part of the development proposals.
The site’s northern boundary is formed by Church Lane. Piper Lane, a public byway, runs along the eastern and part of the southern boundary of the site. A public footpath (O42) runs within the site’s southern boundary. To the south-east of the site is a sports field and play area and to the south-west is existing residential development on Church Lane.
The site adjoins the Ravenstone Conservation Area.

Informed by the vision for the site as set out in North West Leicestershire District Council’s emerging new Local Plan, and ongoing technical studies, the development proposed by Barratt Redrow will include:

The site is located outside the Green Belt and occupies a highly sustainable location on the settlement edge of Ravenstone. As such, North West Leicestershire District Council has proposed it as a location for housing growth in their emerging Local Plan.
Local Plans are the key documents through which local planning authorities set out a vision and framework for the future development of the area. Local planning authorities are required by the Government to update their Local Plans every five years. The current development plan for North West Leicestershire District is out of date, with a new Plan in preparation.
As part of the process of preparing their new Local Plan, North West Leicestershire carried out consultation in March 2025 which set out the need to identify additional sites to meet a shortfall in sufficient sites for future housing growth during the Local Plan period. The site at Church Lane Ravenstone was identified by the Council as one of the sites to be proposed as a draft allocation in the emerging Plan to meet that shortfall. The proposals being prepared by Redrow are informed by this draft allocation.

In line with Barratt Redrow’s commitment to sustainable building, the proposed development at Ravenstone will be gas-free, with all homes built to the very latest standards of energy efficiency. All homes will be equipped with air source heat pumps, EV charging infrastructure and uprated insulation as standard.
The site is bounded by mature trees and hedgerows which form higher value habitats. Apart from a small section of hedgerow that will require removal to create the site access, these will be retained and protected from the development, with development set back from these boundaries.
The site is located within flood zone 1 of the Environment Agency’s Flood Map for Planning. This means that it is assessed as being at the lowest risk of flooding.
A sustainable drainage system incorporating a new drainage basin is proposed as part of the proposals. This will manage surface water run-off from the development and ensure the site and surrounding area is not at risk of flooding. The drainage basin is intended to be provided alongside Church Lane resulting in the development being set back from roadside. With appropriate planting, the basin will provide new more varied habitat, contribution to net gains in biodiversity on the site.
Vehicular access to the site will be from Church Lane via a new junction with the development. An existing public right of way (O42) runs through the south of the site and this will be retained but diverted along a new route through public open space.
Off-street parking will be provided for the new homes in line with local parking standards, as well as the provision of visitors parking.
A Transport Assessment is being prepared and will be submitted as part of the planning application. This will be published with the application documents and will provide a comprehensive study evaluating any potential traffic and transport impacts resulting from development.
The site occupies a highly sustainable location within short walking distance of a range of local facilities, such as the recreation ground, primary school, convenience store and post office, church and village hall. An existing public right of way (O42) passing within the site will be retained and enhanced along a new route within public open space.
The existing public right of way (O42) will be retained and enhanced as part of the proposals, however it will be rerouted through public open space within the development.
The proposed development at Ravenstone is expected to generate investment to support local infrastructure and community service.
The extent of investment will be informed by consultation carried out by North West Leicestershire District Council with a range of statutory bodies such as the local NHS Integrated Care Board, local education teams, highways authorities and others.
All financial contributions will be agreed and secured via a legally-binding agreement (called a Section 106 agreement) between Barratt Redrow and the council. This funding is then distributed to the relevant statutory bodies.
The site adjoins the Ravenstone Conservation Area and the proposals have been designed to preserve the character and appearance of the conservation area, with development set back from the Church Lane frontage.
Following this public consultation, all feedback will be considered as a full planning application is prepared to be submitted to North West Leicestershire District Council.
This consultation website will be updated with information about the submitted plans and email notifications will be sent to all who have opted-in to receive them advising of the planning submission.
Once the planning application has been submitted and registered, the council will carry out Statutory Consultation on the plans, seeking feedback from statutory bodies such as Ravenstone Parish Council, the local NHS Integrated Care Board, education providers and highways authorities, as well as members of the public.
The council will then make a decision on the planning application.
